A Benedictine monk, Leo served in the Curia under Pope Gregory IV and was later made cardinal priest by Pope Sergius II, whom he was elected to succeed.
Leo rebuilt Rome after it had been sacked by the Saracens and fortified the city to protect it against future attacks. In church affairs, Leo took a firm hand
against abuses by important ecclesiastics. He censured the powerful archbishop Hincmar of Reims for excommunicating an imperial vassal without papal approval,
and he excommunicated Cardinal Anastasius of San Marcello, later the antipope Anastasius Bibliothecarius.
